The City Code is being updated to provide the technical support to carry out the vision of PlanCOS, a two-year community effort to establish the City’s comprehensive planA comprehensive plan is a guiding document that provides a framework for city policies and priorities regarding the physical development of the city. It is a long-range vision of what we want our city to become and is a tool for making decisions about how that vision should be achieved. It outlines strategic steps to make the vision a reality and provides targeted and strategic planning of the physical development of the city. for the physical development of the city.

This meeting is an opportunity for the public to learn about the strengths and weaknesses of the current City Code and hear preliminary recommendations regarding how to provide a more efficient land development process and implement tools to facilitate development that meets the goals and objectives outlined in PlanCOS.

During the meeting, the project team will:

  • Share the overall goals of the RetoolCOS and key themes that emerged from introductory kickoff meetings in December 2019 and guided development of the Project Plan.
  •  Highlight potential changes to the zoning and subdivision regulations (“the Code”) as recommended by the Project Plan.
  • Inform participants on basic land use and zoning issues and processes, and highlight opportunities to provide input over the course of the project.

Following the presentation, participants will have the opportunity to meet with City and consultant staff to ask questions and provide public input.

 

RetoolCOS Background

The City’s subdivision and zoning ordinance must be updated to carry out the technical provisions for implementing the vision of PlanCOS. RetoolCOS will revise the Zoning and Subdivision Ordinance, Chapter 7 of City Code, which has not been comprehensively updated since the late 1990s, with the goal of establishing a new, modern and more user-friendly Unified Development Code (UDC).

The zoning and subdivision ordinance governs how property owners can use their land—and includes regulations such as building height, setbacks between properties and rights-of-ways, what uses are permitted, and how many parking spaces must be provided for various development types.

RetoolCOS will focus on zoning topics such as site design and landscape standards, providing flexibility for mixed-use developmentDevelopment that integrates two or more land uses, such as residential, commercial, and office, with a strong pedestrian orientation. and making the zoning code more user-friendly, but will not focus on areas such as building and construction codes or sign regulations. It will also not focus on short-term rentals and accessory dwelling units (ADUs) as they are being reviewed through a separate process.

The public will have the opportunity at key points in the process to learn about the proposed technical updates and how they support PlanCOS, as well as provide input, prior to final adoption by City Council in spring 2021.
