The public is invited to provide comment and input on the proposed addition of a new funding strategy for the use of federal Community Development Block Grant (CDBG) funds by the City of Colorado Springs. The proposed amendments would add Section 108 financing as a funding resource and strategy in the 2023 Annual Action Plan and 2020-2024 Consolidated Plan for the use of federal block grant funds received annually from the U.S. Department of Housing and Urban Development (HUD). Section 108 financing will provide the ability to leverage the City’s annual grant allocation to access low-cost, flexible financing for construction of the new Colorado Springs Senior Center, a public facility.   

City of Colorado Springs Housing and Community Vitality Department will conduct a public hearing, virtually and in person at Patty Jewett Golf Course Clubhouse, on Wednesday October 18, 2023, from 6-7:00 p.m. on the proposed amendment.

Public Comment Period October 3 - November 3, 2023

The draft amendments to the 2023 Annual Action Plan, 2020-2024 Consolidated Plan and Section 108 application will be available for public review and comment from October 3 – November 3, 2023 on the City’s website at coloradosprings.gov/HousingCommunityVitality and at the following locations Monday through Friday during normal business hours: Housing and Community Vitality Department Office (Suite 701) and Office of the City Clerk (Suite 101), 30 S. Nevada Ave., Colorado Springs, CO 80903.

Any individual, group, or agency may submit written comments on the draft amendments to the 2023 Annual Action Plan and 2020-2024 Consolidated Plan to the City of Colorado Springs, Housing and Community Vitality Department, or contact (719) 385-5912 or CityHousingandCommunityVitality@coloradosprings.gov. Comments should specify which notice they are addressing. All comments received on or before November 3, 2023, will be considered by the City of Colorado Springs Housing and Community Vitality Department.
